Except the people actually doing the launching. There’s stories of servicemen during the Cold War who thought they had gotten the call to launch, and opted not to. Plus, nukes are bad for business; you can’t build hotels and casinos in a nuclear wasteland.

I’m no fan of Trump’s, but...not a chance. The only way the USA is launching nukes is if it has already verified hostile nukes inbound, and possibly not even then depending on how the casualty projections work out.
